Yes 2. Yes 3. No-ish...The loop at the top of the belt webbing attaches the little blinko to the handlebars right at the stem, or can be woven through the two bars below the seat. It won't work all that hot to pull the webbing through saddle tabs that come on say a Brooke's Saddle. 1. Yes
